China maybe, not many others.
Fallout games have long had a cannibalism perk so might be a good gauge of where else this could be restricted.

I'm definitely concerned about the marked accounts, I'd much prefer something else in that slot, and have talents be truly random at launch, rather than weighted towards those that knew about the game before release.

Conflicting information:
"Once each week, every player that purchases an item (excluding titles and pledge packages) from the store during the promotion will receive two randomly-picked, rare resources from a collection of unusual resources gathered from distant shores or hard-to-reach ecotopes. "
"Something Special for You! And don't forget: Each week of the promotion where you buy at least one promotional item you'll receive two rare crafting ingredients you won't be able to find easily on your starting continent. "
so, is it any non title or pledge item that gives you a reward or any item available during these 3 weeks?
Any reply for this yet?

I think he’s more referring to one quote saying buy anything you get 2 ingredients and the other that says buy any promotion item and get 2 ingredients. Or in other words, do we get 2 for buying anything* and another 2* for buying any promotion for 4 ingredients total.

I became unconfused after the following post.

Ah, no: Any promo item, including the tournament token, counts for the purchase reward. (Basically only items in the promotions section, and the tournament token)
Hope that helps! :)
Edit: Updated for accuracy.
At what times do the 24 hour items change? I see monster hunter gear and exorcism kit. Did I miss a day since its Tuesday afternoon?
Man I wish I knew what wacky version of Raffle they meant 2 years ago. The one where you draw a random ticket (in this case digital token) to win. Or the one where you have the most tickets(tokens) to win... Guess nobody can do a quick definition check.
wait a sec... I thought every item counts except the titles/packages. So wouldn t sparks, EP, Mounts, the headstone, heraldry ect count too ?
@Whoever is actually making these PR decisions and writeups.
What in the world is going on?
"Q15: I thought the 2017 Kickstarterversary Token contest was a raffle?
A15: It was not. The term raffle was used to describe how the tokens were collected, but we do not operate raffles and this contest was based on accumulating the largest number of tokens."
So, last time, when you said "raffle" you didn't mean an "actual raffle", you just meant "we will select the winner based off of who accumulates the most tokens" (which was not said, or hinted at, at all).
You then go on to say that you "do not operate raffles", yet are having one for this event, which will actually be operated as "real raffle", despite choosing not to use the actual word?
Or are you not actually running it as a raffle, in which case, what is the point of accumulating multiple tokens, if you are just picking "a winner at random from among the Tournament Token holders"? One token should be all you need to enter once in the "random selection" as a token holder, with no benefit gained from multiple tokens.
Are you not actually picking a winner from the holders at random? Maybe you are using a weird "SBS definition" again, and actually mean "selecting the person with the most tokens".
Are you giving each token holder multiple "names in the hat" based on how many tokens they hold? Because that is literally the concept behind a "raffle".
How does this makes sense, at all, to anyone? What kind of knots did you have to tie in your logical processes to get here?
Wouldn't it have been easier to simply cop to the misunderstanding, apologize, and move on, as opposed to this Gordian Knot of cognitive dissonance?
People wonder why I am "constantly complaining" about SBS's communication...
This. This is why I am constantly harping on it. Because it is simply bad, and frankly, starting to look like blatant dishonesty.
PS
Here is the definition of "raffle" in case it wasn't clear:
raf·fle1 /ˈrafəl/
noun
a means of raising money by selling numbered tickets, one or some of which are subsequently drawn at random, the holder or holders of such tickets winning a prize.
synonyms: lottery, (prize) draw, sweepstake, sweep, tombola, ballot; More
If you do something, that meets the definition of a "raffle", and then try to say "oh, it's not a raffle", you are just playing word games with the intent to obfuscate the truth.
You know the answer to your rhetorical word salad:
Raffles have legal and tax definitions - with legal and tax ramifications. Some states and juridictions may restrict the participation of their residents over the internet (or in any form). Participation thus would be limited to a subset or portion of the given community involved.
This would not be that because of the in kind value bought through the purchase of the token.
If it's truly random one is as good as twenty or two hundred.
Cheers!

The text was a bit different initially which led to believe that you can buy anything from store excluding titled and pledged, it was something like this:
Once each week, every player that purchases an item (excluding titles and pledge packages) from the store during the promotion will receive two randomly-picked, rare resources from a collection of unusual resources gathered from distant shores or hard-to-reach ecotopes
now changed to:
Once each week during the Kickstarter-versary event, every player that purchases an item from the promo category or a tournament token from the store will receive two randomly-picked, rare resources.
in order to avoid such confusion as I understood
