We don't know for sure if buildings on can still give off their passive benefits without fulfilling their settlement requirements. for the well that would be it being located in a hamlet which just needs at least 10 people living there and 10 beds with 3 parcels of land. For a tavern it would be having a town of at least 75 people and 25 parcels of land and at least 1 farm.
that being said even if your tavern doesn't meet the requirements to give off the buff you would of course still be able to actually sell food from it, that just wouldn't be as good as it would be if it were located in a town.

You will have a tavern and a well(I would presume). Those items will provide a service.. But it would not be an AOE buff that is applied just by being in the area. A NPC or Player would have to actively get water or food from you or your NPC innkeeper. Now once that Player/NPCs inventory it would be auto used when needed.
This is my understanding, from the information I have gathered, how it would work outside of a settlement.
But will we get cholera or the plague if we don’t drop a salamander in every well?

we very well could need to do that but I guess it depends on how active the searing plague is once we get ingame
