Mayors should be allowed to buy one county without restriction.

Honestly if I had known that upgrading would be possible if you went into an empty county I would have done that. It makes no sense to keep all those empty counties for NPC's when there are plenty of people willing to pay money to buy them.

Not only that but it literally makes some counties unbuyable because no one lives in them.

Please explain because this makes no sense to me. You can't buy a county because no one lives in it?

Seems to me you are upset because the town you picked already has a count over it.

But that still doesn't make sense. Since they are completely buyable for anyone who hasn't claimed/place. To either place and upgrade or just straight buy.

Sackeshi, all unclaimed domains & settlements can be purchased at this time. This means that you can purchase a settlement within an unclaimed county and then buy the county. If the duchy is also unclaimed, you can then proceed to purchase that duchy.

Yes, but they become completely unbuyable for mayors who already have settlements. Which is what OP is complaining about I think. Which shows that he is misunderstanding something.
