Hello, not sure if bug. Issue is I am a Count and already claimed my county and town. I wish to purchase a mayor title to upgrade my town as many, many others have done. When I go to the store, it says the maximum quantity is reached, and its chained up.

Once you choose your domains the option of adding to them is no more - via the purchase of mayor titles (or any titles or upgrades of titles).

Exposition will have other ways and options, e.g. tokens, direct ep placements.
