What determines the wealth of a County

Good evening all,

Can't recall what determines if a County is Poor/Average/Rich. Could someone help me?

The wealth of a settlement is determined by the bounty of the resources on the parcels it possess, as seen by the inhabitants of that biome. The wealth of each domain above settlement is an aggregate of all the values of that domain's holdings. For example, a county display the aggregate wealth rating of all of its settlements, while a duchy displays the aggregate wealth rating of every county it contains.
