They mentioned to Check inventory under account but I didn’t notice anything there . Has anyone seen anything?
There was a new listing "Holdings" which was there for a bit but gone when the site came back up. It allowed for selecting a proxy if you were unavailable during your pick time.
About the proxy, if that is set on an account, does that mean D&SS selection must be made through the proxy account or can either account be used for claiming? Has anything been said about that?

I am purely guessing here, however I think it is so that if your selection window falls on a time where you are at work or otherwise unable to come online and pick, you can set someone else you trust as a proxy to make your D&SS selection on your behalf. You aren't actually giving away anything or any control though.
I am also fairly certain that same window will display your list of all of your titles and holdings underneath the proxy button.
